You use bookmarks to help you save up time from remembering the URL of the page that you have to visit. You also use them to save up time and get back to something that you didn’t have the time to check it at the time your friend sent it to you.
Either way, you may already have a full bookmark bar, that is already kind of mixed up.
Many of them are close to each other but do not have that much in common in terms of the content of the pages that they link to.
Maybe you have had many cases, just like me, when you open up accidentally a bookmark close to another one that you initially wanted. You do not only waste time this way, but you are also getting distracted. If the page that you have accidentally opened has some compelling content, you may distract and go to this weird rabbit hole.
As such, you may need these vertical and horizontal separators that you can put to organize your bookmarks. They do not only help in organization, by serving as borders, but they can also serve as isolators and help you save time from mistakenly opening up the wrong page. You can also use more than just one vertical or horizontal bar.

I have already used the horizontal separator multiple times in a row to hide a few not very important bookmarks after the Show More arrow and simply display some of the most important ones that I need on a regular basis.
This way, I believe I have less visual triggers to open up something that I do not usually need and invest that willpower in something more productive instead.
